We held a secret conference and discussed arrangemata for the voyage to India. We decided to bring pressure to bear on the Superintendent of Police and thus arrange for a ship on which we could return. We further decided that, on arrival in India, we should make our way to the Punjab by different routes.
We (the 8 leaders) were to meet Ladhowal on the 17th November. Each of us was to be in charge of a detachment of the emigrants whom we were to keep concealed in different places, ready, when the occasion arose, to unite together and carry out our campaign. The reason for our thus distributing our force was to insure safety for the remainder in case Government succeeded in capturing one leader and his party.
